Yes, it is, actually. The original role system is completely unsuited for a CRPG. And Mike Pondsmith specifically told them not to bother with pilotable flying vehicles because of how impractical it would be. Not that the trailer suggested you'd be flying them, anyway.

Cyberpunk as a genre has largely been ruined by the realization that we're already living in cyberpunk times, just without the flying cars and neon everywhere.

Serious attempts to depict the future will always look laughable in retrospect, look at every attempt at envisioning the glorious world of tomorrow in the early 20th century. Cyberpunk(the genre, not the next TORtanic) just tries to evoke the idea that the future is just going to be the continuation of the decay of modernity.
ps the world of blade runner 2049 looks like a continuation of the original blade runner world, with clearly 30 years more advanced tech everywhere and you see what was the wow cool future tech in the original movie is now the broken down old junk that street people have.
