The 360 version is the original uncensored version. For the PS3/PSP ports they censored some gore to get a lower age rating. When they did the Vita port they probably realized it was retarded and unnecessary and reverted it.

There are a few anime clips but they're only used very sparingly for certain dynamic scenes that would benefit it from it, the actual overall presentation is the same. R;N Elite is the improved definitive version and not a butchering like S;G Elite.

Yeah, I think a similar thing happened with the successor to Amagami, they made an anime to judge interest in actually making a vn, but the anime flopped so the game never got made.
