This literally isn't true, the game is not designed around c6 5-stars in any way and all of them are perfectly viable even at c0.
Constellations are just there so people don't feel bad about getting dupes, the amount of whaling that would be required to get full constellations on any 5-star is far beýond the spending tier that gachas ever target.
