These are two different statements. Valve said they were working on 3 VR titles previously, now they're working on "3 HL titles." But even if you don't trust the vnn rumor mill, the team themselves say in The Final Hours of Half-Life: Alyx that they want to do more HL games that are traditional flatscreen games.

I'm hoping that at least one of the upcoming HL titles will be VR though, since Alyx was so good and it'd be a shame to stop at just one.

Citadel is a game they've been working on since early 2018 from what I remember.

G-man being multiversal fits within the Prospero universe's "library of worlds" theme. It wouldn't even be the first time it was referenced in HL; cut audio files from the HL2 leak have Breen talking about the "aleph universe" as the one the Combine advisors come from.
