Why don't consoles just have 128GB SSDs for the OS and save data, and then 256GB of DDR6 RAM that gets the entire game loaded directly into for a single play session??

Depending on the engine, updating a level can sometimes involve recompiling the whole level, necessitating that the end user downloads the new level in it's entirety instead of downloading merely what is different between levels. It's one of the reasons that some games routinely have multiple GB updates that haven't actually added any new content to the game.

Generally speaking, whatever is on the disc you bought is increasingly redundant as the game receives updates, that isn't a good thing or a bad thing, it's just that eventually the disc is just a token that says that you own the game.
