60% The issue is that not counting the Plant, when Nintendo invest in brand new First Party characters for DLC, they are mostly promotional ones... and two of them were FE. Arms may had a couple of years now, but the IP has potential, even if with Smash in the market right now, there is no use of releasing a sequel now, so adding Min Min made sense from a promotional stand point.
With the covid delays, is hard to tell how many announcements Nintendo has been saving so far, but the chances of any given character being meant to promote future releases is always there.

Why should they put two first party miis with the Namco character instead of saving the Namco costumes for them? When Joker dropped he had Sega mii costumes come with him. Bigger series overall, Tales staff working on Smash, Namco saying they had Tales announcements for this year because of the 25th anniversary yet there hasn't been very many, series is closer to Nintendo and Tales fans overlap more with Smash fans, we still don't know what Scott Menvilles NDA was for, Lloyd has been a request for longer, etc. I think these raise his chances a fair bit. CU has decent chances, but if I were a betting man, I'd put more on Lloyd. I'd rather just get a mii costume for both though.

Personally I think they'd be foolish to NOT announce a third character this year, since the hype train for Smash has certainly been hurt by the pandemic. Just do what everyone thinks and announce it at the game awards or something

Before the world went to hell, I would had argue that four announcements were fairly likely this year. As it is, it's probably delayed, but if the next characters is big enough, they could still announce it without gameplay on the VGA like Joker.
A general Direct is unlikely to happen as it is, and if the announcement is "just" Direct worthy, then I doubt they will announce it without gameplay, and I can't think of that many IPs that can allow the "franchise reveal" first, like with Arms.

I think it means something when you look at what happened with Banjo, Ridley, and K. Rool. Banjo is a mostly dead series, but he got in most likely because he has been requested for a long time. I could see Lloyd being chosen as the long time fan requested character of the pass like Banjo was.
