No. Anything resembling that stopped immediately when Shadow's game released in 2005. Then Sonic 06 released the next year and only cemented the fact that Sega had no idea what they were doing with their mascot.
Funnily I remember people thinking the initial reveal for Shadow's game was some kind of weird April Fools-esque joke because of how bizarre it was.
