So what will happen to FLASH content next year?
Can I still just keep viewing them using an older browser with a Flash plugin (ie. PaleMoon), or is there some greater plan in the works?

install flashpoint, enable nsfw, search for 18+ tag on games and animations. Can even get some obscure jap games that are quite high quality, wouldn't even know it was flash if I wasn't told

Nothing really, its just browsers that are finally dropping it. Existing projects will either continue or move to something not flash. Anyone still seriously using flash at this point runs it in a dedicated player.
