My theory on scout, not having actually played TF2 at all, is that you are supposed to shoot quickly and then run away before the enemy can return fire and that it's more about being a distraction to the enemy than dealing lots of damage. Pyro is the same. You set enemies on fire and then run away.

He's pretty useless on high pop servers.
His damage output is amazing but its impossible to pick anything off with all the soldiers and demos and pyros around.
He becomes more of a threat when the server dies down a bit with less people to kill you.
