That's what it is though? Everyone who played it says it's literally Skyrim, they talk about Immersive sim and they clearly put more effort on being able to explore every inch of the city, even buildings on the inside, going out to eat, etc than in the story, NPCs, romances, life paths, etc.

If what you're mad is you can't cutomize your car and apartment then wait for the DLC, Skyrim had none of that until Heartfire DLC.
