Private server communities, averaged across servers (some individual servers might be real bad, like Warmane Icecrown that have allegedly taken gearscore faggotry to the next level, etc), have a much healthier mindset than either retail version of the game. Just look at their trade chat for example.

Well, it launched as sub-1x rate server as I recall, in addition to having RP-PvE ruleset. That's pretty fucking niche. Launching a new server, once this expansion stuff is actually ready, could also do the trick.

1. If you consider different classes, expansions, different areas at each level bracket and other smaller moving variables, there is a sizable amount of permutations you could go through.
2. WoW has outstanding atmosphere and unless you're play Classic, it just feels really good to play due to responsiveness etc. In short, it's actually pretty pleasurable relaxing activity (or at least tolerable) for a lot of people. Moreover, leveling isn't high-intensity activity and you can do it while listening to podcasts, talking with friends, etc.
3. Playing on FRESH servers is not just about grinding levels for the sake of grinding levels but there's a competitive spirit (even if you aren't aiming for server firsts or even meta-optimizing for longer-term goals, e.g. grabbing important patterns from vendors at expense of your personal experience, the fact that you're leveling with everyone rather than just on your lonesome pushes you ahead).
4. It's been recognized that leveling does serve purposes other than just being an experience on its own, and that a few days /played is worth it (instant cap or very high rates completely fuck up economy, it's way too easy to level a bunch of alts to min/max setups for individual bosses, gatekeeping keeps certain types of undesirables out, etc)
5. Neo-WoW leveling takes a couple of hours and in private servers medium rates (like 2x) tend to be the most popular, so you're not leveling for 4-5d something /played but more manageable 2d something.
