Sony is a publisher of Nioh and Nioh2, they are handling the worldwide release of the game, but otherwise there is no exclusivity deal with the series other than promotion.
it's just not uncommon for Japanese devs to focus only on optimizing the playstation/nintendo versions first and only work on a PC/xbox port later if they ever come out.
There was no timed exclusivity deal with Nioh1 either. The original game was made for ps3 and went through development hell till it finally got released on the ps4 ten years later. Down the line, Team Ninja reportedly decided to "expand the playerbase" and started developing a PC port.
There are no reliable reports of nioh2 having a timed exclusivity deal either, they are probably focusing on developing the DLC first, and will likely deal with optimizing a pc port later. If it ever gets one they will likely put more effort into it after the first game's port got a lot of backlash.

the pc version was a lot cheaper than the console version and still sold much less
console version was $60 + $25 for the dlc
pc was $50 with the dlc included

Ask any Souls fan what do they think about Nioh and you will always gen an extremely negative reply.
Nioh Complete Edition stood with a "Mixed" score on Steam for a long, long time (more or less two years) and only the worst dogshit games get such scores; meanwhile something like the average Senran Kagura game gets an "Overwhelmingly positive" score.
Even on PS4 Nioh 2 sold way less than Nioh 1: Nioh 1 sold 1 million copies in one month; Nioh 2 sold the same after six months and heavy discounts.
Nioh 2 is a game few people on PS4 wanted and no one on PC wants.
