Part of the problem is that she spends all the time at horseshoe overlook being a sad sack, then you get the one mission where you and her get in a shootout with the raiders, then she gets sidelined until the last chapter.
She also never really interacts with the rest of camp. I don't think I ever recall her having ambient dialogue around camp, which is where you got a lot more characterization and fleshing out.

I didn't play the first game, so I didn't know or care about who most of the characters were for half of the game until the division within the camp started and lines started being drawn between Arthur and Dutch.

Those are both story things. Hunting is indeed neutral when you do it, but when those dudes were killing buffalos for fun, the player was supposed to feel their execution was justified.
I seem to remember that one slave owning guy had some kind of trading leger, but it's fuzzy for me now. Anyway, it's not that slaving is a-ok, just that Arthur doesn't have any room to be all high-and-mighty the way casual murder powers the numerous shooting-gallery missions.
