most of the time if a game is locked in terms of fps, its been programmed poorly, basically they never expected to go outside of the framerate most of the time, so a lot of shit literally slows down or speeds up based on said framerate. game maker games are notorious for this, a game in game maker in most cases, set to run at 60 fps, will run step events 60 times a second, where at 30, its running it 30 times a second. this means a game tuned to run at 30, but forced to run at 60, starts acting really buggy
