Just, not THIS CLOSE to the player. This make it looks like driving at 100 mph on a seemingly free area could turn pop in NPCs suddenly and you'd have no way to avoid killing them.

LOD pop in 3 ft from the central actor is not normal. It wasn't even normal in the N64 days where actual LOD pop in was an issue.
This is a good sign that the game is very much not finished. You can see it struggling in real time. This is not a good thing.

In GTA Online i experienced several times cars that would fade into existence out of nothing just in front of my car as i was speeding down the highway. I haven't played much lately so they may have fixed it but it used to happen fairly frequently around launch.

That is how it always ends up. Those glitches always end up effecting something major. And when it is downplayed like the shills are actively doing it leads to problems.
Disappearing and re-appearing NPC/cars is a big reason people don't like passively engaging with GTAOnline. This is a pretty good parallel to look for when the games are so noticeably similar in tone and structure.
