That should be obvious to anyone. It's fucking Riot games, they've thrived off of Games As A Service for over a decade on a single game.
They should do it Blazblue style. A few simple universal mechanics, routine gatling normals, then every character has some preposterous one of a kind gimmick mechanics. It already looked like they were trending that way anyway with unique UI elements for some characters in the teaser they showed off.

it depends on how much theyre looking at the failures in other fighters and what theyre gonna set as their default controls and how they want competitive to go
if they actually have the money to make online play the default for their game beating out the competition in netplay thats already beating out the failing fighter market since all the competition is made for play on the same system and covid killed all that
if they can cement themselves as the only viable online fighter theyre pretty much set
if they cant then they have to make a game thats good enough to compete with SFV and mk11 and playable on consoles and keep it updated

Maybe at first but I don't trust them not to micromanage the meta hard. I'm just hopeful they do the infrastructure right and give other fighting game devs a kick in the ass on things like rollback, crossplay, downtime etc.

this is guaranteed basically. They have the creator of GGPO as the lead dev and riot literally owns internet cables in the ground all across the world for league and valorant, it will literally be impossible for other fighters to compete

They hired Clockw0rk for it so it should have pretty good mechanics. The Cannons will guarantee it has good netcode too. Too bad I don't give a shit about LoL.

Servers do nothing for fighting games. Adding in an extra hop between you and your opponent only adds latency. You also don't need a central authority because if one players starts hacking the match will just desync. You could connect both players over p2p and to a server to monitor for rage-quits or something though I suppose.
I doubt the roster will be over 20 starting. I am interested to see how successful a F2P, crossplat, fighting game with good netcode could do audience-wise.
