I guess Suda51 comes the closest, but even then a lot of Suda51 games are just him in a supporting role.

There are a lot of intentional Twin Peaks homage games that have already been posted (Link's Awakening, Mizzurna Falls, Deadly Premonition... etc.) However those are just aping Twin Peaks. To determine if we have a "Twin Peaks" of gaming, we'd have to break down what makes Twin Peaks what it is. My opinion:
>Comfy atmosphere
>Strangely comedic despite fairly dark content
>Unsettling imagery
>Quirky characters
I guess Earthbound kind of fits, but I'd bet that Twin Peaks partly inspired it, especially given the timing and how much Japan fucking loved that show. WoW kind of has that sort of thing going on, but the game has been mishandled, so it's more like Twin Peaks season 2 after the murderer reveal.
Persona 4 fits well but never thought of Earthbound, that it's a pretty good choice

Silent hill 1 always kinda reminded me of twin peaks, at least the dialog parts anyway
That being said, if you're a fan of David Lynch, here's some suggestions for you
- Perfect Blue by Satoshi Kon (It's like an anime version of Inland Empire except it's actually good and came out a decade earlier)
- Everything by Charlie Kaufman (Especially Synecdoche New York, and excluding Eternal Sunshine cause that movie kinda sucks)
- A Serious Man (somewhat overlooked Coen brothers film)
If anyone has suggestions for me I'm listening. I got into Lynch a few years ago and since then have struggled to find other stuff that leaves me with a similar feeling

he has the strange shit in their like lynch but it doesnt really contribute to the story in the way it does with lynch. in twin peaks everything contributes to the main plot in some way even stupid shit like the middle aged eyepatch girl cheerleader has a pay off in the main story
