Junko Enoshima loves despair.
She initially brainwashed her sister, Mukuro Ikusaba (the "ultimate soldier") to basically act like her and dress like her, including a wig.
Then she killed her in front of everyone using a bunch of spears.
It's only at the END of the first game that the real Junko finally comes out and shows herself. She is executed using literally all means to do it, and she's pleased about it.
She was the Ultimate Manipulator, Ultimate Despair and Ultimate Analist.
Later she appears as an AI in Danganronpa 2
Later in Danganronpa 3 (that's an anime, not a game) it's revealed that she somehow got some hentai artist to make a video which gives people hope. She learned how to do this in 10 seconds and used this technique to make a video about despair. Then she broadcast that video to everyone which ended up making everyone kill each other, then she broadcast another video which told them to kill themselves.
That's how the world was ruined by Junko.
They even show the US congress and everyone's dead.
