Forcing it on to retard early adopters is how all tech gets better, user. Raytracing is a much better way to light scenes overall and will give you certain things that other rendering techniques can't deliver without a huge overhead, like real time reflections and light bounce (which are essentially the same thing with real light) ... the only problem is that it's hugely expensive to run. The more that early adopters can beta test this tech now the better it will be when it's affordable, and the kinks have been ironed out for the rest of us in 6 years.
No they cant. They get close but they don't do full multi bounce lighting and reflections due to being just a software solution and needing to at least run at a playable framerate.

because virtually everyone in CG research and applied CG is tired of rasterization bullshit so the meme tech is pushed until the hardware is finally viable so that we can dump a good deal of the terrible rasterization hacks into the garbage and use less efficient but less hacky ray tracing instead

A little motion blur isn't that bad actually like if it's short. Some games allow you to adjust it like that and others just flat out say ON/OFF which is retarded now that it is current year.

the radeon 5700 is less than 1/4th of my paycheck and I literally make minimum wage. I don't even work a great paying job and I could easily afford one. I could have a completely new computer built in 3 months tops as well as paying all my bills.

It's not even that it eats performance, it's also just implemented poorly in games. I've seen people say "it's always better because it's based on how lighting really works" but it's still the developer deciding if shit is too shiny.
Need a lot more time in the oven. RTX is for DLSS right now, that should be the focus.

Yes, and you can enable 1:1 reflection resolution and 3 ray bounces in the settings, hence why even on a 3090 craters to about ~40 with it (At least, mine did but I did not play beyond the third level, The Frag Pipe. Might get even worse past there, someone else would have to confirm.

The modeling of shifted light transmission on object bounces, for example light bouncing off a green surface carrying a green tint onto whatever it further illuminates. Also really makes dark, dimly lit areas look very good.
It's probably the single most realistic gain you can make to lighting in games, every spec of light in the real world does this, and it's very obvious when it's not present in games. I'd take GI specifically over the RT shadows and reflections any day.
