All stores have been updated with likely stock incoming for this year and ALL RTX 3080s are completely overloaded with preorders that will not be fulfilled until 2021, if you preordered as soon as it was available to back in September, your order will ship but after that no you won't get it until next year.
As for RTX 3090, it seems all current preorders will be fufilled by december for certain cards but only 10% for certain brands and the rest coming in next year.
