Probably 1, thanks to no dual wielding.
CE no doubt, the only questionable element is the pistol (git gud) but every weapon is useful and has a distinct role. 2 and 3 are bloated and gimmicky by comparison.

Buddy please, most of Reach's default maps are red team biased and snapped in half with Jetpack. The DMR not being the start weapon just means the better team is going to get them on every map except Zealot.
The Boltshot was cool mechanically, it's just making it a spawn weapon was a mistake.
