There's a good chance they didn't specifically develop for them. Priority went something like first PC, then to the next-gen Seris X/PS5 and finally some stock owners told them to make versions for the PS4, Xbox One and Stadia because big install base.

Next gen consoles.

People are basically projecting their own desires onto the game. If you want a deep, customizable RPG with choices and consequences, they'll pretend that this is it even though CDPR doesn't have much of a history with that especially with open world games like Witcher 3. If you want GTA VI, you can pretend this game will fill that need. If you want Fallout (Bethesda style) but with civilisation you can pretend that this will be it.

It was supposed to come out on the same day with Demon's Souls and Spiderman and PS5 launch in Europe. Sony doesn't want these games to flop there, as they are losing money on consoles. Also many EU players game on PC and would prefer play Cyberpunk on PC, skipping PS5 altogether.
Sony caused the delay. You can thank them for that.

The game already went gold. The disks are already being printed and packed. Just put the disk in your ps4 and don't download the day 1 patch and you'll find out.

Most of the money they will make will be from current gen console holders.

If CDPR put that in their delay announcement, the response would have been way more positive than it is now.

They needed more time to cut content that would have made the game fun the testers were having lapses of "fun" and they couldnt't have that they also added more ambient occlusion and motion blur so it can run on stadia with lower graphics
