You don't announce a delay two days after going on twitter claiming the game was gonna come out on time if nothing went catastrophically wrong.
This game is clearly unfinished and the devs are scrambling to fix everything in time for a release date that they should have never dropped in the first place.
This is the kind of thing that happens to studios who get to big for their britches and think that crunch is bad.

They'll crank down view distances, render at lower resolutions than native, remove shadows, and cut textures down to size. lol? cockstar's GTA IV was such a tragic port on PC that it was sub 10fps at release on insane hardware whenever there were a lot of shadows. And GTA V is so shoddily made that it's hacked to FUCK worse than even CS 1.6 was, and even without hacks there are an infinite number of bugs in heists. For all they get right, quality has never been part of it.

This, it's a double edged sword. Sure they create a hardware limit, but on the other hand they enable these massive games to exist. And that is with only 100 million people owning a PS4 in the world. Imagine if a billion people could afford/wanted to have a console. The market would become ten times bigger, I wonder how that would affect game development
