In the old background info for RE1, when it still talked about the Clay virus, the T virus was initially airborne (and maybe waterborne) and mutated into a less infectious form over time. That's how they explained away the characters not getting infected from bites and scratches. I always thought that was a cool twist on the whole zombie infection thing and wish they would have stuck with it.
