He's a good villain and definitely the best in an MMO, but he's not as memorable as even other villains of his series, like Kefka and Sephiroth. He's OMG SO DEEEP AND SYMPATHETIC, but that isn't all it takes to be a good villain. He doesn't have any big iconic moments, or an iconic design, or an iconic boss fight. His final line is iconic, but Kefka has a full self help booklet full of iconic lines.

Because FFXV is shit and FFXIV is not? Pretty simple really. Plus, FFXV is old news now. Noctis would have scored higher a year earlier.
If they did another poll now, Emet wouldn't be in the top 10, and a bunch of FF7 characters would get boosted up the rankings because of FF7R. Popularity polls only really function as metrics of quality in the case of entries that aren't recent. That's how you know they've stood the test of time.
