Depends on your definition of "spooky" but since I don't care for horror and don't watch scary stuff, this is something I consider spooky. I guess it's more psychological horror than regular horror? Still scary to me.

Zig Forums doesn't like any game with a female protagonist or any hint of feminism or SJW concepts in it, also like you said, if the women are ugly. I think it more had to do with the fact that the protagonist is a female.
Zig Forums isn't a hivemind newfag. Most threads about the game were 50/50 on it being kino and overrated shit with an ugly protag. People have started appreciating it more with time is the main difference which is like most games. When you're only paying $20 for something vs $60 you're gonna appreciate the positives more and care about the negatives less

I've seen more people bitching about Zig Forumshating it for having a female protagonist, than anyone actually complaining about it having a female protagonist.
Unless you're projecting it on to everyone that criticises the game for any reason which I strongly suspect is the case.

Throwing was pretty OP but also mad fun. Didn't care that most fights were the same just annoying that the best boss fights were from side quests

The aesthetic is god tier, as are the visuals. The story quickly deteriorates into some art bell coast to coast am bigfoot sighting of the week and the gameplay is boring as fuck. It has you just do the same things over and over like pulling the light switch cord every 4 hours. It wants to be resident evil 4 but the game hooks just arent good enough. Give me less hallways and give me more character options besides a fuckin pistol.
The psi lab level was pretty cool
These are all fair criticisms. The retardedly small inventory making you stop the cool action stuff to go delete the shit mods you've collected was also stupid as fuck. A huge amount of the RPG-lite aspects could have been stripped out and it would have made the game better, maybe leave the skill tree in, but with half the number of upgrades, so you boost your power significantly at key moments in the game. Delete all but the most powerful weapon and personal mods, or make the mods actually affect gameplay in a meaningful way, or at minimum have them automatically "combine" in your inventory so you don't have 5 copies of the same one with a 1% difference in effect.
I still liked the game. It both looks good graphically, and the art direction is great. The combat was fun once you get all your key powers together. Floating above the battlefield raining death on shit was great. The story was neat, if obviously pulling inspiration from a few places. I just wish Jesse would shut the fuck up sometimes. Her monologue could get really grating, especially during cutscenes with other characters talking. Felt like Metal Gear where she repeats whatever is said to her.
Solid 7-8/10, especially considering the shit year it released.
