The 1060 can still handle 1080p 60fps pretty well, but it struggles big AAAs that run like shit like the latest watch dogs and asscreeds, depends on what you play
also get an ssd, makes w10 a much "nicer" experience, that's the most important part

Use Ryzen master or Hwinfo to monitor your temperatures and see if they're are retarded as speccy's.
If you're still getting ridiculous temperatures like that especially at idle, it's not normal even with the mediocre stock cooler.
