The Wii/Switch is more Cell shaded, which fits more of the game theme.
They're both good, it's up to you on what you like.

Why? They're two separate things
The frame rate is 30 because that's what the hardware can do. But there are games with all manner of art-styles on the Wii at 30 fps. Some more realistic, others more cartoonish.
If FSR, Killer 7 and NMH all have the shading where shadows are nearly pitch black and everything else is brightly colored, I'd call that a stylistic choice.
But the 30 fps is a technical constraint for the amount of shit they wanted to have on screen since they, evidently, couldn't optimize to 60 fps. It's not like that Spider-verse costume where they actively choose to lower the fps of one character while letting the rest of the game sit at a higher fps. 30 was the best they could manage on the hardware
