It needs to be given to a development team other than BGS. Commission a third party studio to do an isometric spin-off since cRPGs have had a comeback.
Set in the Midwest to clear up Tactics canon or a large state like Texas or Montana to make usage of the format. Should be set around Fallout 1 era, and develop a more balanced and fleshed out version of the RPG system of the original two games.
Combat should be more involved too. Usage of cover and different types, unarmed moves like tripping, grappling, weapon stealing etc. X-COM style moves like flushing people out of cover etc.
