Really it's not the models so much as the textures. They're in a PBR pipeline but they fucked something up along the way and many of the factory textures look flat and unfinished.

The advisors may be the actual "true" combine race but it's never made 100% clear, they just seem to run everything.
But yeah, they effectively spread between worlds by incorporating their tech into the wildlife hence the name

Imagine the combine as such a fucking giant corporation where nobody knows who the fuck they work for and everything sort of runs on protocol and autopilot. Like, we see advisors in the episodes and Alyx, who are supposed to boss Breen around, but they too are a slave race bred to host other people's brains, just like how the combine repurpose everything they conquer to something useful.
There could be a race that 'started' the combine but they must have gotten so lost in the mix we humans literally wouldn't get it.
