Madame Clairvoya is the best ghost. Her dialogue alone and her having the distinction of being ths one ghost that actually wants to be in her painting is enough to put her at the top for me. I also like Van Gore and Jarvis too. The area 3 and 4 ghosts really hit it out of the park if you ask me.

I really like most of the portrait ghosts in LM1 such as Bankshot, Melody and Sir Weston, but Clairvoya stands out at least for me, mostly because she was the only one who tried to help Luigi the best she could and wanted to return to her painting willingly.
Agreed. Shame they never went through the idea of Luigi keeping a portrait ghost as an ally. Even Morty despite being optional, he was never seen again.

Personally I feel there was missed potential with the "portrait" ghosts of 3. Part of what made them interesting was the ranking system that came with them being in the portrait so depending on how well you did you'd get a different piece of art depicting each ghost. Instead they're just captive in tubes in 3. In the GameCube era they set up E. Gadd as somewhat of a cross between a mad scientist and an art connoisseur with him turning ghosts into paintings as well as inventing the magic paintbrush. If they really had to avoid paintings though they still could have implemented a rank system to show how the player could have improved the fight.

Apparently from the the Mario Wiki, Morty wasn't suppose to be captured but they changed their mind.
Bad decision honestly, some of the portrait ghosts should stay as reoccurring friends/enemies
