the reason the Combine were successful was because he literally wasn't there for the invasion. but as Half Life 2 shows, Gordon has been a massive thorn in their side.

The army DOES have those suits. the HECU marines have versions of it for their power vests. The military funded Black Mesa for that suit research and development.
