7 expansive stages similar to A Hat inTime sounds good. I've been thinking similar thoughts, that a Sonic stage could be around the size of Mafia Town.
That the story is written by a famous anime writer sounds promising, that might mean they are making a good story with good writing. However, the actual story and premise parts you laid out sounds kind of boring.
HAVOK doesn't tell me much though, I don't have experience with what it is.
Celshading sounds really interesting, could be a great idea. Cel shading doesn't need a lot of time and effort put into the graphics to look amazing either. Windwaker still looks amazing just run it in HD.
Very lame that there's only one playable character. Make many playable characters, but give them all the same core gameplay maybe with slight tweaks. We don't need mech stages or fishing stages, we just want to play as our favourite characters. Shouldn't take that much effort to do.

The only REALLY famous anime writer I know about is Gen Urobuchi. Not sure how likely it is that he's hired to do Sonic though. Shounen and light novel writers aren't usually the actual writers of anime, they tend to only write the source material. So either there's slight inaccuracies, or it's probably not a shounen or light novel writer because they tend to write manga and light novels, not anime.

That's a good point. Having a handful of extra characters to choose from would still be good though. But maybe more DLC is better for profitability. I'd probably make a small base roster and add additional characters as DLC. A mix between profit and what the fans want.
