Because all the money in video games is in the western market and Square doesn't have a clue how to make games for the west. They tried for a bit and failed abysmally so they decided they'd just buy a western publisher and have the west make the games for them. Problem is they can't help but interfere even though they've demonstrated over and over again they don't have a clue what they're doing.
