The budget gets blown on marketing, hiring "real professional actors" as voice actors/screen caps, and the expectations of share holders are so abysmally high that they have to make a game that will make even more money than previously. Which I imagine was always the case especially on that last bit but we weren't talking about a billions of dollar industry at that time 30-40 years ago
