What does having the disc have to do with it running at 60fps? It has to install the game to the SSD either way.

Why would anyone care about this game? I played for an hour or two and it's a chore, not nearly as good as ICO and SotC...

Version 1.0 has unlocked frame rate. And patch after that has it locked to 30fps for stability reasons.

why is sony incapable of patching their games for PS5? It's not that hard. Just push a 2mb update to unlock resolution and framerate on all their first party titles. Why do they think that's so fucking hard? I don't want to play God of War at 1080p or Uncharted 4 at 30fps on a fucking PS5

Problem is that they patched in the 30fps lock. If you don't patch it, it's gonna run at 60fps.

Having an unlocked framrate that fluctuates at numbers lower than the display's refresh rate looks bad. So if you've got a 60hz tv and your game is jumping around the 30s and 40s, it'll look worse than just locking it to a stable 30.

Frame rate is not so easy if frames are tied to physics and stuff like that. Or like remember dark souls 2? With twice the frame rate, weapons would spend twice as many frames inside enemies or the environment, which wore down their durability twice as fast.

Sad thing is that Bloodborne runs on the og DaS engine and we all know how horrible that first port of DaS was on PC. You could mod it to run at 60fps but it took a while for that to be viable because just unlocking the framerate caused everything to brake.
tl;dr: FromSoft ain't good with engines.
