When he's kept on a leash, sure. There's a reason TLOU1 was as good as it was, and it's because the other devs at ND were constantly telling him no. The game we got was a filtered version of what he originally wanted. If you watch the Grounded documentary, and read about thw development of Part 1, you'll realize the story of part 2 is essentially all the story ideas that he was told not to do, just rearranged or flipped.

well if you want something in the style of Lynch, Silent Hill 2 is the obvious answer. Its a good answer though, its got great atmosphere and a good amount of artistic depth.
But there are other games that have a lot of artistic depth but arent Lynchian, you have the Ice Pick Lodge games, founded in 2001 by Pic related. their games are more akin to Tarkovsky films. If you play these games and still dont think games can be art, nothing will ever convince you.
Then you have some more recent examples like ZAUM with Disco Elysium, Acid Wizard with Darkwood, Videocult with Rain World, Failbetter with Sunless seas/ Skies.
We're in a renaissance of artistic games that are pushing this interactive medium to new and interesting places, to still think games arent art, or games are nothing but cash grabs is to just be an ignorant moron honestly.

Not even a meme. The closest we get to Lynch in Games would be something like Silent Hill 2. Hardly any explanation on what's happening just that you're dealing with it.

Silent Hill 1 feels a lot more lynch than 2. The music, tone, "acting" and set pieces feel straight out of Twin Peaks

Despite imitating its setting and premise to the point of locations being pretty much lifted entirely, Deadly Premonition feels not really like Twin Peaks. If anything, it feels like Tarantino doing a parody of Twin Peaks.
