He more or less just procrastinated hard and values himself making everything just right, if he were to instead focus on finalizing a basic draft of deltarune while hiring people instead of making the entirety of chapter 1 we probably would have it by now. However at this point he recently started offical development (team and all), depending on the info he's willing to share we'll probably have a guage on how fast he'll be by next the next large status update. The productivity of Toby from 2018 will be way different from now if he isn't lying about how he didn't have a full draft of the game written down when he finished ch1. I would say 2-3 years from now if it goes well from here, the 2 year case is him just making the seven years thing (he started DR shit shortly after Undertale iirc), 3 years and he is a bit late. I just hope it ends up being great when it finally drops, chapter 1 is a solid indicator of it being good but there's a whole lot more game left, it can easily go to shit, be mediocre, or improve from here
