It's a STM Deco that boosts TEC, at level 5 it has 55% chance when attacking to increase TEC by 45%.

Everyone other than Leifang gets a penalty when using that card unless you level the Owner Room relationship between the girl and Leifang to 60.
Upgrading it fully will cost 14 other STM SSR cards as fodder which is very unrealistic now, and rolling for the suit just to get the card is ridiculous, because you might as well roll a deco gacha and get collab cards that everyone can use.
Using things like STM cards with TEC is for when you actually need to use other STM cards with STM skills alongside it.
Nothing prevents you from using more STM skills in your accessories and having your decos be POW or TEC, or the other way around.
