Yes, but not particularly well.
The 1650 is a bit stronger than a 1050 Ti and gets outperformed by the RX 570, which was cheaper at launch, and is currently the same price.
I sure hope you didn't actually waste money on a 1650 and instead got it for free, because it's an overpriced piece of shit.

I have a GTX 950, i5-6400, 8GB RAM rig. I was able to run Kiwami 2 in 720p and get a solid 60FPS with a few minor drops on Low settings. It made most of the game blurry with character models that felt like they were photoshopped in, but I was able to play the game perfectly fine. Yakuza 7 has lower, just a bit, recommended system requirements than Kiwami 2 so it's possible to get it to run decently.
