No, I'm pretty sure Tori didn't design Bardock since the Bardock story was originally fanfic made canon since Tori liked it that much at the time. At least that's the story I heard but I am more than sure that Bardock did not come from Toriyama.

Toriyama still designed plenty of the Anime/Movie original characters, not all of them, but most of the ones people care for like Bardock, the base for Broly, Pikkon, and even the designs and most of the "lore" of the other Kais for the Other World Tournament. As a side not, he did not designed Janemba, and he is kind of jealous of that. Is the one design he wishes he could had come for himself.
For the most part he just gave base designs though, Toei still got to re touch them a little.

It's not that it has worse graphics, it's just that it has terrible art direction. For some reason the game's director chooses to give the games that weird oily shading. People have modded the game to give the models shaders similar to Tenkaichi, Raging Blast and FighterZ, and lo and behold, that simple change made the game look 10x better.

It got a recent update to celebrate the 6millions sales. Is unclear if it's the last one or not, but it added Chronoa as a playable character and some sort of Tournament story.
But between the new generation upon us and how long the game has been going, is unclear if it's time for XV3 or if they will just release an ultimate edition now. Is a similar question for FighterZ is we are honest.

They added Supreme Kai of Time as a few character, along with a bunch of other free stuff, because the game reached 6 million sales a couple months ago. Kinda felt like a send-off, but we'll see about that.
