Capcom works with returns higher than that, and Cuphead was extremely arduous to make but it was a passion project by two brothers who really wanted to get their dream game out even if Cuphead hadn’t become the hit it turned out to be, Capcom is a tight business, they wouldn’t want to themselves to death without guaranteed success to a ridiculous degree.

-just make a new game with the full roster so far with the addition of anita, revived belial, the reject crew from mvc2, and shadow and marionette being actual characters.

Just get it off the ground by licensing it to an indie dev that can shit out a new game with rollback. Worry about a full fledged return after piquing interests.

The ideal would be to take advantage of journalists and go full softcore. So that way more articles will be made about the game of it's content, thus free advertising. But the big thing, is to commit and not back down. The focus should be the core gameplay but dress it in softcore, entice with booba & butts & handsome faces but keep them with solid gameplay.
Maybe add 2-3 new characters since the roster is so small anyway, base them off modern horror. DLC should be costume gacha with 2-3 parts per set (i.e. Angel set with Halo, Wings, Gown and being able to mix/match them on characters with other parts), there would be different rarities that'd give a different glow (no glow common, slight glow uncommon, big glow rare). Have a Tournament mode that tones down the sex and turns off the sexualized gacha items so we have no "core values" problems.

Release it from the niche genre that is fighting games. If it already died there once it will die again.

Resident evil X Darkstalkers crossover fighting game.
A Horror fighting game that adds Cloak tower and Haunting ground in as well. Similar to Marvel vs Capcom 3.I have heard Darkstalkers on its own doesnt sell but its characters do.So by having another cross over of a more popular franchise for example Resident evil which would be well recieved it would be a backdoor for Dalkstaklers to make a return.
