You are interpreting it wrong. The best way to look at it is that cod 4, modern warfare 2019 and cold war are all set in different universes. Like you have tons of interpretations of spider man or batman which are all set in different universes.

Yes cold war and blops 1 are in the same universe. Just because Zakhaev is in does not mean they are set in the same universe. Batman dark knight and batman vs super man are not in the same universe but they both have batman.

The story is literally the only part I give a shit about, they are incredibly visceral and there is no competition for COD, hence why COD continues to sell every single fucking year, to the dismay of everyone in the industry who is a brainlet
