Yes, genre definitons change over time. Hell, most RPGS don't have any role-playing and we still call them RPGs anyways.
It's an RPG made in Japan so yes I think it fits the criteria.

Definitions... right. I can't think of any that did. Strategy games still have resource management and multi-unit control, FPS games are still about shooting in first person, RPGs still involve stats and progression, platformers still involve acrobatic sequences, racing games are still about being the fastest. Which "definition" changed?
Just as I mentioned. Skyrim would literally qualify as an FPS game, yet it's not. Most RPGs don't have role-playing as well.
But also RPGs in general are kind of different becuase while an FPS is a very technical term and when you break it down most people will agree which game would belong and which wouldn't. But when you take what the name Role-playing game implies it isn't really helpful. Almost every game lets you play a role, then is Mario an RPG? If it's like its tabletop equivalents where you have freedom in creating and expressing your character then most JRPGs wouldn't fit at all. The term is just too vague and open up to interpretation and every attempt at defining it will either lead to inconsistencies or a whole lot of people disagreeing with you.
No it wouldn't, just like Thief or Morrowind never qualified as an FPS game unless you're straight up brain damaged.

Give me a definition of RPGs that will include japanese, computer, tactical and action rpgs. But also won't overlap with your typical action games like Sekiro, DMC or Assasin's Creed or any kind of strategy game.

My point is, that it gets really vague at times and the line becomes very blurry. Are Yakuza, Vanillaware games, Sekiro, Monster Hunter World or Igavania games RPGs? If not, then why is Nier or Kingdom Hearts an RPG.

Both these games have focus on stats and mechanical skill over player skill.

You can beat Kingdom Hearts on lvl 1. You can say it's hard, but you could say the same for all the games I mentioned. Without upgrading your characters stats 99% of players would be miserable. Maybe besides Yakuza, I'll grand that one.
