what level are you? i just got to i think the same spot and all my characters are mid 40s

What do I need to upgrade to run this piece of shit game? My i5 or 1070? The other Yakuza games ran fine.

Sounds like you need to switch up tactics, one run through the arena should definitely provide enough exp to be able to take them on. Have a dedicated healer and someone who can debuff the enemies attack power or buff your defense. Hero works best for Ichiban, he hits hard and can also heal in a pinch. Remaining character should be a tank, so possibly Adachi with the enforcer job. M is weak to fire attacks and S to ice/water. Bring Tauriners and revive items as needed.
That said I do recommend you are at least lv 45, which you should be if you cleared the arena.

You know who those two are, right? Just on of them can take on 100 battle coliseum all on their own. That difficulty spike didn't come out of nowhere as they are canonically monsters.

It was very hard, had to use every exploit I could think of and constantly heal myself
Ichiban had the Peerless ability always on him, and just dumped MP helaing items on the others. If both guys start shining defend with everyone.
If you bumrush M, then S alone is very easy to beat

Compared to every other fight before that was basically mashing X it was a lot more refreshing

I have an i7 and a 2060 and I get massive slowdown whenever there's a lot of NPCs onscreen, it's really annoying. I've tried turning everything to its lowest setting and it still doesn't fix it, because you can't adjust population density. Really annoying.

Yeah, then it's definetely because of your CPU.
This might occur more often in most modern games, consider your CPU most likely has 4 cores/8 threads and is built on older architecture, the new standard for vidya is 6 cores/12 threads.

It's amazing that throughout all of these games none of Kiryu's enemies ever figured out his biggest weakness, that he can't hit girls.

Give him some slack, ever since he became the chairmain the odds have been stacked against him, that's why Kiryu goes to talk to Majima at the beginning of 3. Being the chairman of the largest criminal organization in the country *everyone* is gunning from him all the time.
