Ouch, it's pretty bad OP.
Your CPU is serviceable-ish, but 8GB of DDR3 ram doesn't cut it anymore. If you want DDR 4 then you'll need a new CPU and mobo to go with it.
770 is also old as fuck now and you may want to consider a 1660 or something. I guess you could recycle your old HDDs but you'll probably want an SSD for faster OS boot at least.

That's actually false, you can actually trade graphics for performance if you have a weak GPU. Turning everything down to low and I can even run H:ZD on a 750ti with stable frame rates.
Your frames performance is largely dictated by your CPU. If your CPU is ageing you will start to consistently drop fps, and there's no setting you can change to improve this other than play on 720p or some shit.
