He's literally in Silent Hill because he feels guilty about it. He eventually cracks, like Angela did, and they both die because of their guilt. The canon ending for James is him driving into the lake with his wife's body in the car due to him being incapable of letting go of his guilt. It's even debatable as to whether or not any should feel guilty for their actions as one one bullied, another a rape victim, and the last having to watch their wife slowly deteriorate.
