I think it's just basic, not bad per se. I'd argue old games like Witchhaven, and to some extent Ultima Underworld are worse. For me, the amount of systems in the game is pretty impressive.

I can see that, but I'm assuming you haven't gotten the actual skates yet because that's when you really get to slipping. I personally thing the skates are pretty fun though.
the lack of dedicated reload/weapon switching buttons make it bad for me
maybe im just missing some shortcuts but there is no excuse for unmappable weapons if there isnt a shortcut for it, other games at that time had that feature why not this

The hoppers are brutal though. Using sense-around stops them from respawning due to the respawn mechanics.

Every floor has respawning enemies. But it's based on a list of specific enemies that can change as the game progresses

The sense around implant (mirror) can be useful too. The game can ambush you with randomly spawned enemies behind you but only if you can't see them. The sensearound implant reduces encounters and prevents ambushes while it's active.
There are still a couple scripted moments in the game where they throw hordes of enemies at you.

First of all it's only $2.49 on sale, and second, seeing how it was updated for the last few years to publish a decent enhanced edition, plus a sourceport to a new engine, it's very clearly not abandonware.

There's your problem. They've updated it a lot.
If you're going to pirate it, avoid the "Enhanced/Sourceport" version of the Enhanced edition, because the initial release of the sourceport version on the Kex engine was super bugged.
Find a copy of the original Enhanced edition release which was just "System Shock portable" (OG Shock 1 in a wrapper) bundled with the mouselook mod.
The sprites say nothing about whether a game is 2.5D or true 3D. In fact, they originally tried sprites that were correct from the tops and bottoms but they thought they looked weird, and so stuck with what's in the game now.
Shock 1 can have physical rooms over rooms, which means it's true 3D.
i think it was actually the first true 3D game after doom and its clones which were all 2.5D
also one of my all time favorites but wouldnt recommend it to zoomers
SS2 gave you better tools to deal with them and also just overall better controls so you can avoid them if you like, I also feel it had a lower enemy count in general but more annoying enemies

Cyberspace is disorienting. You can click on shapes to see what they are, either a switch, an item, or an enemy.
Fly into blocks and Shoot at everything. Some things might have a blue shield on them, in that case use the drill.
You just use one weapon type to kill enemies, the other tool to flip switches and unlock stuff. There are a few software updates for your tools around too. It's supposed to be confusing.

There are upgraded softs to be found, but you also have decoys, ICE breakers that basically stun or debuff enemies over time, and recalls that call you back to an entry point (paired with an exit) if you run low on time.
