Rivals doesn't have the ability to create an entirely new UI like MUGEN. Fraymakers workshop sounds like it will let you build 'games' from the ground up like MUGEN. Also Fraymakers has rollback apparently.

rollback netcode is a type of netcode used for fighting games, is it usually used instead of- or alongside, delay-based netcode.
with fighting games every frame counts, so playing online with a delay gets very frustrating.
rollback netcode lets both players play, as if there were no delay(or very little delay, for games that use both)
the way it works is by "predicting" what a player would typically do in a situation, frame-by-frame, and using that action as a placeholder until the other player's computer gets sent the data of what the other player actually did.
it sounds iffy on paper, but works very well in practice, it makes online a suitable alternative for practicing the game, instead offline play being your only option to get better.
