By making an actual RPG and not a game about numbers? Not sure where people got this misconception that RPGs are spreadsheets, that's some meme view of pen and paper games that doesn't actually exist.
The problem is that combat encounters is all hack fraud developers can muster, but they want to disguise their shit gameplay, so they call it an RPG and pretend the game is actually about some atrocious butterfly effect dialogue options and pointless spreadsheets.

2077 looks more like Borderlands than anything.
tl;dr you can have realistic shooting by having more gameplay mechanics than combat, that way you don't have to have bullet sponges to pad the perceived gameplay length, but as we've seen with The Witcher CDPR can't do game mechanics outside of mindless combat encounters
